Chicago's poor and minority students rate lower when compared to the state, but the city is having luck in hiring quality teachers.Schools serving minorities and low-income students in Chicago rated lower compared to the rest of the state. However, those Chicago schools also made the biggest gains in recent years in hiring academically-talented teachers, according to a report by the Illinois Education Research Council.

The group also found the highest percentage of academically talented teachers at schools in the Champaign area, with those in suburban Chicago and west-central Illinois close behind.
