Sameere Conn, 13, was killed in a grocery store on Chicago's Southeast Side on October 1st. A 27-year old man was also wounded.
Police arrested Rodriguez over the weekend and charged him as an adult with first degree murder.
In court, prosecutors say Rodriguez had made a threatening statement to Conn several days before the shooting.
