Critics of the plan including some Republican members of congress think it is too risky. They have sent a letter to the governor with a list of questions they'd like answered, including where trials for the detainees would be held, and where the prisoners would get medical care.
"This is a dispassionate, non-partisan way to layout questions which the governor and the president have to answer anyway. I was very pleased when the governor said he would treat our letter seriously," said Rep. Mark Kirk, (R) 10th District.
