Report: Chicago parking 2nd most costly in U.S.

Chicago's "Second City" nickname could apparently also apply to its downtown parking rates.The National Parking association ranked America's largest cities and found that only New York had higher downtown first-hour parking rates than Chicago.

New York's parking rates averaged from $9.33 on the low end to $22 on the high end.

Chicago's rates averaged between $9.14 and $15.71.
