Aldermanic challenger Tom Courtney accuses Burnett of owing outstanding fines stemming from code violations at a pair of Chicago properties Burnett allegedly owns.
Burnett says he doesn't owe any money, arguing one fine at a property on West Fulton is actually owed by a concrete contractor. He says that company was fined for vibrations and making too much noise.
Burnett is chairman of the Chicago City Council's Black Caucus.
