Henry "Skip" Tonigan III presided over high-profile murder trials and major lawsuits until his retirement as a Lake County circuit court judge in 2007.

Now, he's being paid by taxpayers to decide contested red-light camera and ordinance violations in some suburbs. In doing so, he's created a lucrative niche business that's on top of a six-figure pension.
