Forty-sixth Ward Alderman James Cappleman says people handing out bread to pigeons have caused the birds to congregate in such large numbers that they -- and especially their droppings -- constitute a public nuisance.
The Sun-Times reports Cappleman is proposing an ordinance that would make feeding pigeons on any public way a crime carrying a $1,000 fine.
