Investigators say Lucy Vega and her mother Maria Almara may be taking the children to Mexico.
The women and children, 4-year-old Alexander Manilla and 2-year-old Nataly Patino, have not been seen since June 8.
The women are believed to be traveling in a white 2005 Honda Odyssey with Illinois temporary plate number 577P420.
