Recipe for Green Onion Black Pepper Dumpling

Ingredients:
2 1/4 cups all-purpose flour
1/2 teaspoon salt
3 1/2 teaspoons baking powder
1 1/4 cups milk
4 1/2 Tablespoons vegetable oil
1/2 cup minced green onions
1/4 teaspoon ground black pepper
Preparation:
1. Mix together flour, salt, and baking powder.
2. Add remaining ingredients and mix just until combined
3. To cook the dumplings, spoon the dumpling mixture into a large pot of simmering soup. (The dumplings should be about 1/4 cup each.) Simmer uncovered for 10 minutes. Then, cover the pot and continue to simmer for 10 more minutes.
