Law would allow cash back for gift cards

February 5, 2009 Republican State Representative Rosemary Mulligan of Des Plaines is proposing the state law. It would allow consumers to receive cash from gift cards and gift certificates once they drop below $10 in credit.

This is the second time Mulligan has introduced such legislation. Many retailers are against it. Some say they would have to keep more cash in their registers.

If approved, the cash-out option for Illinois gift card holders would begin next year.
