New legislation targets alarming rates of heroin overdoses in the suburbs. At least 20 Lake County residents have died after using extraordinarily strong heroin this year. That's double the usual amount.

In Will County, 11 people have died from heroin overdoses already this year.

The high-purity drugs come from cartels in Mexico that have strong holds here in Chicago. A press conference Thursday will include federal and local law enforcement agencies and legislators.
