It says the storms forced thousands of donors to cancel blood donations and that the January supply has fallen to the lowest in a decade.
The Red Cross is urging all eligible blood donors to help boost its blood supply back up to sufficient levels.
The organization is concerned severe winter weather and a possible predicted East Coast storm that could make the situation even worse.
