The video was first broadcast on WBEZ-FM's website. It shows officers standing by as a crowd appears to taunt a young man sitting in a squad car.
The department is not saying how many officers are under investigation, but two uniformed officers are seen in the video.
A police department statement says conduct displayed on the tape does not represent core values of the department.
An internal investigation continues as of Wednesday night.
