CPS board wins appeal against teachers union

An appeals court adopted a state Supreme Court ruling yesterday that says tenured instructors don't have recall rights in an economic layoff.

The CTU issued two years ago when a budget deficit led to more than 1,200 teacher layoffs.

About 715 tenured teachers were recalled but others didn't get preference for open positions.

Teachers do in other Illinois school districts.
