"It's an abuse of power and a disgrace that any governor and a democratic governor albeit will take such an outrageous step. Obviously it hasn't produced anything," Daley said.
Daley made the statement after attending mass at Saint Sabina Church.
He suggested as he has before that the governor should call the legislators in for a meeting and hammer out a deal.
Earlier Daley toured the African Festival of the Arts in Washington Park.
