The Illinois Secretary of State's office says nearly one in 10 drivers could have defective license plates. The reflective coating on license plates can bubble and peel, which makes it hard for police to read plate numbers. The secretary of state's office first notified people in 2004 about the problem, but very few drivers responded to the offer to replace the plates for free.

The office is currently sending out letters that state if bubbles or rust develop, motorist are required by law to replace them at no cost.
