Quinn: Civil unions would 'encourage tolerance'

During an interview with ABC 7 news partner "The Daily Herald," Quinn said he believes the measure has enough votes to pass during the legislature's fall veto session. Quinn calls himself a strong advocate of civil unions and allowing them would "encourage tolerance" in Illinois.

Civil unions fall short of marriage but do give gay and lesbian partners legal rights when it comes to property ownership, adoption and health care decisions.
