Jeffery Kaput, 38, of the 5500-block of West Cortez St., faces four charges of theft and one count of possession of drug paraphernalia.
Police said Kaput was arrested when officers pulled over the vehicle he was driving. They say surveillance video shows the vehicle was used to steal a parking meter.
About 20 pay boxes have been stolen since September, police said. Four have been recovered.
