The incident took place on August 29 in the 6900-block of 93rd Street in Oak Lawn.
Police say Michael Kelly, 54, was riding his bike, when he deliberately ran into the girl, who was also on a bike. They say Kelly reportedly kept the girl from riding away, grabbed her around the neck, threw her to the ground, and punched her in the head.
Police say Kelly rode away when people stopped to help the girl. A witness followed kelly in a car and told police where to find him.
