Mayor Rahm Emanuel supports plan to lower electric bills

Mayor Rahm Emanuel is supporting a plan aimed at lowering electric bills in Chicago.

The City Council will decide whether to ask voters if the city should try to negotiate lower rates for residents. If okayed by aldermen, a referendum could appear on the ballot in November.

The idea, known as municipal aggregation, has recently been approved by more than 200 villages and cities in Illinois.
