Cina is currently the chief administrative officer of the University of Miami's Tissue Bank and was previously deputy chief medical examiner for Broward County, Florida.
Preckwinkle said Cina has the management know-how to "reshape the medical examiner's office into a model facility."
Cina must be approved by the Cook County Board of Commissioners.
Current Cook County Medical Examiner Dr. Nancy Jones announced last month she would be resigning at the end of July.
Serious management problems in the past six months -- exposed by the ABC7 I-Team -- have put tremendous pressure on county officials to fix the problems at the morgue.
