DNA helped identify the remains of Angie Toler earlier this week. Toler's body was found along rail road tracks in Richmond in 1992.
Family members said she moved to Richmond from the Johnston County town of Princeton to start a new life with her boyfriend.
Cora Prince, Sister "She was a good-hearted person. She'd give you the shirt-off her back if she could. She was an easy going girl, a sweet girl," Toler's sister Cora Prince said.
Once she left North Carolina, Prince said she never heard from Toler again.
"I knew something had happened to her," Prince said.
For years there were no signs of Toler and her family said there was no help from her boyfriend, who returned to North Carolina without her.
"I feel like the guy that she left with he never talked to my mom, he never gave us no questions, no answers, no nothing," Prince said.
Authorities have not said if they believe foul play is involved in Toler's death.
"There hasn't been a time that goes by that I don't think about her. I really miss her. And for her sake, I just want justice to be served," Prince said.
