Quinn formally appeals FEMA decision

Gov. Pat Quinn is formally appealing FEMA's decision to deny aid to downstate counties devastated by tornadoes.

Tornadoes in southern Illinois Feb. 29, killed seven people.

FEMA said it denied the aid because it thought grants, insurance and other funds would be enough to pay for the damage.
